Prayagraj : Allahabad High Court has raised questions on the use of the word ‘Honourable’ for bureaucrats and state government officials. The court has directed the Principal Secretary of the Revenue Department of UP to file a personal affidavit and explain under which provision of the law this is being done.
A division bench of Justice Ajay Bhanot and Justice Garima Prasad gave this order during the hearing on the petition of Yogesh Sharma. The court asked why “Additional Commissioner (Appeals)” was being called “Honorable Additional Commissioner (Appeals)”.
The Court remarked that this is a subtle but sure way of undermining the dignity of constitutional authorities and courts. In recent times, this trend has increased with the designation of state officials, from lower to higher level, the word Honorable is being added to the correspondence and orders.
The division bench clarified that the word Honorable should be used only for ministers and officials associated with other sovereign functions. Its use is not appropriate for bureaucrats or state government officials. The court also noted that in this case, the District Magistrate of Etawah has also addressed the Commissioner of Kanpur Division as ‘honorable’.
