8th Pay Commission: The Central Government has approved the Terms of Reference (ToR) for the 8th Pay Commission on 3 November. This is a three-member committee, which will be headed by Justice Ranjana Desai. Since then, the expectations of central employees and pensioners have increased significantly. It is being said that about 69 lakh central pensioners and family pensioners will be kept out of the purview of the Eighth Pay Commission.
Federation appealed to the Finance Minister
All India Defense Employees Federation (AIDEF) has raised this issue and has also written a letter to Finance Minister Nirmala Sitharaman regarding this. He says that it is wrong not to include the employees who have retired or are going to retire before the implementation of the new pay commission. In a letter to the Finance Minister, AIDEF has said that it is unfortunate that people who have served the country for more than three decades are not included in the Terms of Reference (ToR) of the 8th Pay Commission. According to the Federation, pension revision is the right of pensioners and it is ‘injustice’ to keep them away from it.
However, no mention has been made about this in the official notification. The employees whose salary and allowances will be reviewed in the notification are as follows-
- Central Government Employees: Industrial and Non-Industrial
- Employees associated with All India Services
- Defense forces employees
- employees of union territories
- Officers and employees of Indian Audit and Accounts Department
- Members of regulatory bodies established under Acts of Parliament except RBI
- Supreme Court officers and employees
- Officers and employees of the High Court whose salary expenses are borne by the Union Territories
- Judicial officers of subordinate courts of Union Territories

The union says that the Terms of Reference of the 8th Pay Commission is different from the 7th Pay Commission. There is a provision for amendment in pension in the 7th Pay Commission, but it has been removed from the 8th Pay Commission. In such a situation, it is natural for retired employees to be angry. However, at present nothing can be said on this. It will take about 18 months for the 8th Pay Commission to prepare its report. Only after this it will be decided what will be the pay structure of employees and pensioners, how much will the pension or salary increase, whether pensioners will get benefits or not etc.
