New Delhi. The way for the census has been cleared and it will be conducted in two phases. This will cost around Rs 11 crore 71 lakh. Its approval was given in the meeting chaired by PM Narendra Modi on Friday. Now the question in people’s mind is which questions will be asked in the census. Will it be necessary for every person to declare his caste? Apart from this, what will be asked from the common man in the census, know the details….
After the announcement of conducting the census, when Union Minister Ashwini Vaishnav was asked questions related to it, know what he said…
1. Question: What questions will be asked in the census?
Minister: This will be specified in the gazette notification and the questions will be known only after the notification is issued. However, he said that general questions like income, age, gender, education, religion, mother tongue, dialect, disability, social status, caste, occupation and marriage will be asked.
2. Question: Will there be a distinction between Gotra and Caste during the census?
Minister: There will be no focused question regarding caste or clan. But what will happen will become clear only after the notification is issued. He told that the work of issuing census notification is going on.
3. Question: Will the census data not be leaked? It will contain every information of the common man.
Minister: Census data will be completely secure and there is no possibility of it being leaked. We have brought laws regarding data protection in the country and have also brought DPDP law.
4. Question: Will it be necessary to tell the caste of every person? How will those who are saints tell their caste?
Minister: Don’t ask the caste of the monk… He further said that whether to tell the caste or not will depend on the person himself. If he does not want to tell his caste then he can skip that question.
The census of India will be conducted in two phases. In the first phase, there will be houselisting and housing census. This will be done between April to September 2026. In the second phase, ‘Population Census’ will be held in February 2027. However, for the snow-affected non-synchronous areas of Union Territory Ladakh and Union Territory Jammu and Kashmir and the states of Himachal Pradesh and Uttarakhand, the census will be conducted in September 2026.
Phase 1: Houselisting and Housing Census (HLO)
In this phase, information related to the count of houses and their condition will be collected. This will include:
- condition of houses
- Facilities available in homes
- Information about construction, water, electricity, toilet etc.
Phase 2: Population Enumeration (PE)
This is the real census and in it all the detailed data related to the people is taken such as…
- age, gender, education
- religion, mother tongue, dialect
- disability
- social status, caste, occupation
- Data like married/divorced/widow or widower will be collected.
Why is census important?
1- Necessary for making policies and preparing plans
Census is the basis for making development policies, plans and administrative decisions of the country. The government comes to know what is needed where schools, hospitals, roads, water, electricity etc.
2. Provides information like age, religion, language, education, employmentCensus gives important social and economic information about every person or family, Such as: age, religion, language, education level, employment status, housing conditions and facilities, disability and family structure and other important data are collected,
3. Necessary for determination and reservation of constituencies: The data obtained from the census is used in demarcation of MP/MLA constituencies and Panchayats. It is also used in determining reservation. This is a constitutional obligation.
4. Big Data Repository for Researchers: The census provides the largest and most reliable data for research in demography, economics, anthropology, sociology, statistics and many other disciplines. The study of the social and economic structure of the country is based on this data.
With the help of how many employees will the census be conducted?
About 30 lakh field employees will complete this huge work of national importance. Using a mobile app for data collection and a central portal for monitoring will ensure better quality data. Data dissemination will be in a better and more user friendly manner so that all queries on parameters required for policy making are available at the click of a button. The entire population of the country will be included in the Census of India 2027. Enumerators, who are usually government teachers and appointed by the state government, will also carry out census field work in addition to their regular duties. State and district administrations will also appoint other census officers at sub-district, district and state levels.
About 30 lakh field staff, including enumerators, supervisors, master trainers, officers in-charge and principal/district census officers, will be deployed for data collection, monitoring and supervision of the census campaign. All census workers will be provided with appropriate honorarium for the census work as they will be performing this work in addition to their regular duties. According to the census data of 2011, the population of the country was 121 crores, of which 62 crores (51.54%) were males and 58 crores (48.46%) were females. In the decade 2001-2011, India’s population increased by more than 18 crores.
