Patna: In a major change in the administrative system of Bihar, the General Administration Department of the state government has simultaneously promoted 47 officers of the Indian Administrative Service (IAS). A notification in this regard was issued on Tuesday 3 December 2025. This promotion will be effective from the date of assumption of charge on or after January 01, 2026. Officers from different batches have been included in this promotion. Which includes everyone from the Senior Commissioner to the current District Magistrate (DM) of many districts.
Two senior IAS officers of the year 2001 batch have been promoted to Higher Administrative Grade (Pay Scale-Level-15). Both these officers are working on important posts in Bihar administration. Rajesh Kumar Commissioner Kosi Division Saharsa (Additional charge Commissioner Purnia Division, Purnia. Mayank Varwade Project Director Bihar Education Project Council Patna (Additional charge Investigation Commissioner General Administration Department).
Opportunity for 28 officers at Special Secretary level (Level-13)
A total of 27 officers of the year 2013 batch have been promoted to Selection Grade (Special Secretary level/Pay Scale Level-13). This list includes the names of experienced District Magistrates of many districts, who will now function as Special Secretary level. Chief District Magistrates to be promoted are Naval Kishore Chaudhary (Bhagalpur), Subrata Kumar Sen (Muzaffarpur), Dharmendra Kumar (West Champaran), Navdeep Shukla (Banka), Anand Sharma (Madhubani), Naveen (Jamui), Dr. Vidya Nand Singh (Buxar), Sunil Kumar-1 (Kaimur) and Pawan Kumar Sinha (Gopalganj). Apart from this, Yogendra Singh (2013 batch), Private Secretary to Union Minister Giriraj Singh, has also been granted pro forma promotion under the relevant rules.
16 young IAS officers of the year 2017 batch have been promoted to Junior Administrative Grade (Additional Secretary level/Level-12). This promotion is an important milestone in his career. The promotion of these 16 officers has been given with a condition. All of them have not yet completed the mandatory mid-service training Phase-III. They have been instructed to complete this training as soon as they get the opportunity in the upcoming session and provide the certificate of completion. Officers working on the post of Joint Secretary in various departments will now be designated as Additional Secretaries.
