New Delhi. 283 most wanted are on the target of Indian investigative agencies. There are many accused among them, whom many investigating agencies including CBI, ED and NIA have been searching for the last several years on charges of terrorist incidents, bomb blasts, bank fraud, embezzlement, scams and other types of financial frauds. In the year 2024, the number of these most wanted was 282, which increased to 283 in the year 2025. Neither the Red Corner Notice nor the Yellow Corner Notice of Interpol has any effect on these fugitives. There are at least 20 such fugitives from India, efforts to bring them back to India have been going on for the last 30 years. These criminals have been enjoying abroad for the last several years. After all, why is the concerned country not handing them over to India even after Interpol’s Red Corner Notice and Yellow Corner Notice? What is Interpol’s Red, Blue, Yellow and Black Corner Notice?
How many fugitives are on CBI’s radar?
Red Corner Notice is issued to arrest a person wanted in a criminal case and temporarily detain him pending his extradition or legal action. It works as an alert for any investigative agency of any country in the world. Yellow Corner Notice (YCN) is issued to locate missing persons, especially minors or to identify persons who are unable to identify themselves.
Red, Yellow, Blue and Black Corner Notice
Whereas the blue corner notice is for identification and whereabouts. Issued to obtain additional information regarding the identity, whereabouts and activities of a person involved in a criminal case. Dawood Ibrahim Kaskar, India’s most wanted terrorist and underworld don. He is wanted in India for the 1993 Mumbai bomb blasts, money laundering and organized crime. He lives in Pakistan under the protection of ISI. Apart from this, people like Tiger Memon, Chhota Shakeel who have been the most trusted lieutenants of Dawood Ibrahim’s D-Company Syndicate are also included in this list. Apart from this, there is also a red notice against Lakhbir Singh Rode, who is the head of the Khalistani terrorist group.
Interpol’s work and headquarters
The full form of Interpol is International Criminal Police Organization. It is usually called simply Interpol. It is the world’s largest intergovernmental police organization, which helps the police of 192 member countries to fight international crime. Interpol is headquartered in Lyon city of France. Its main objective is to find persons who are wanted or fugitives in connection with a criminal investigation.
Can Red Corner lead to arrest?
A country is allowed to temporarily arrest a wanted person on the basis of an Interpol Red Notice until the formal process of his extradition is completed. It facilitates cooperation between law enforcement agencies of different countries. A red notice is based on an arrest warrant or court order issued by a competent judicial authority of the requesting country.
Yellow Notice helps locate missing persons or persons unable to identify themselves. And a Blue Notice is meant to collect additional information about a person’s identity, location or activities in connection with a criminal investigation. Black notices are used to obtain information about unidentified bodies.
People like Dawood Ibrahim, Jaish-e-Mohammed chief Masood Azhar, Masood Azhar, Lashkar-e-Taiba operations commander Zakiur Rehman Lakhvi, Farooq Devdiwala, Anees Shaikh, Chhota Shakeel alias Shakeel Shaikh, 32-year-old Sadiq Cheriya Veettil and Nirav Modi are in some form or the other on the most wanted list of Indian investigative agencies. Indian courts have issued arrest warrants on all of them on charges of bomb blast, criminal conspiracy, corruption, money laundering, fraud and embezzlement. But even after Ned Corner and Yellow Corner notices, these criminals have still not been able to come to India.
