Countries Where Interpol Doesn’t Work: Leaving the country after committing a crime has become very common these days. Interpol does not have any police force of its own and it cannot take forceful action in any country. This is the reason why there are some countries which are beyond its scope and remain safe haven for criminals.
Where does Interpol’s red notice have no effect?
At present Interpol has 196 member countries, that is, almost all the countries of the world are its members. Interpol Red Notices have no official effect in non-member countries, because there is no national central bureau of Interpol and there is no obligation to cooperate. The countries where Interpol notices do not work are as follows –
- North Korea (due to political isolation)
- Tuvalu (small island country, lack of resources)
- Other smaller or partially recognized states such as Palau, Micronesia, Vanuatu. However, in the latest figures, mainly North Korea and Tuvalu are complete non-members.
- Interpol has limited access to partially recognized or disputed countries in the case of Taiwan, Kosovo and Palestine.
Even Interpol’s red notice cannot directly affect the criminals fleeing to these countries. However, if the crime is serious, no country is 100 percent safe. The country of origin may attempt extradition through diplomatic pressure, bilateral agreement or other means.
Are Interpol notices effective even without an extradition treaty?
Despite there not being an extradition treaty in many countries of the world, they are Interpol members and can take action on red notice. Such countries include – Russia, China, Iran, Cuba, Venezuela.
From which countries are Indian criminals being brought?
India has signed extradition treaties with a total of 50 countries, while extradition arrangements have been signed with 11 countries. These treaties help India to bring back fugitives, but even after the treaty, sometimes extradition is not easy, it also has its own rules. According to the Ministry of External Affairs of India, there is no such formal treaty or arrangement with more than 150 countries. However, even after this, extradition may be possible through other routes. The major countries with which India does not have treaties include – Russia, China, Saudi Arabia, United Arab Emirates, Cambodia, Mongolia, Cuba, North Korea, Venezuela, Argentina, Brunei and Bahrain. However, if we leave North Korea aside, limited cooperation can be taken from most of the countries through diplomatic talks. Often criminals take advantage of the treaty gap by fleeing to countries in Africa and Latin America.
