8th Pay Commission Update: The government has announced the formation of the 8th Pay Commission on 3 November. After this, on November 15, employee organizations have called a meeting for talks for the first time. It is believed that there will be a brainstorming session on the flaws in the terms and conditions of the Commission and making a clear policy on the demands of the employees.
New Delhi. Ever since the Central Government has announced the formation of the 8th Pay Commission, questions are arising in the mind of every employee regarding just this. Everyone wants to know how much their salary will increase and under what formula the government will increase their salary. Will the allowances given to the employees end or will the allowances also increase along with the increase in salary? At present, there has been no response from the employees after the formation of the commission, but tomorrow i.e. on 15th November, the largest organization of central employees has called a meeting to brainstorm on this issue.
The government had announced the formation of the 8th Pay Commission on November 3. Now NC-JCM Staff Side, the organization leading lakhs of central employees, has called its Standing Committee members for a meeting on November 15. Staff Side Secretary Shiv Gopal Mishra has not yet revealed his agenda, but it is being speculated that in this meeting, a decision can be taken on the demands of the employees and shaping the strategy, so that when formal talks start with the government, they have a clear strategy.
What is staff side forum?
Staff Side in ASRAL is the platform which negotiates with the government on every aspect regarding employees’ salaries, pensions, allowances, service conditions and the investigation report of the Pay Commission. This forum believes that before starting official talks with the government on the 8th Pay Commission, it is necessary to formulate a right strategy, so that clear talks and its issue can be put forward. It is estimated that this meeting has been called to reach consensus on this issue.
- How does this organization work?
The National Council of Joint Consultative Machinery (NC-JCM), an organization of central employees, is a three-tier mechanism that leads negotiations between government employees (staff side) and representatives of central ministries (official side). This council works at three levels. - The first is the National Council which is the apex body and discusses major policies like Pay Commission and things related to it.
- The second is the Departmental Council which becomes a medium of dialogue between ministries and departments.
- The third is the Regional Council which discusses local level concerns and conveys them to the government.
Who are included in the staff side?
Many people participate in this platform which takes the conversations of employees to the government. Firstly, it ensures the participation of all major employee associations and union representatives. Its job is to protect the interests of the employees and to negotiate with the government on issues like salary, pension, allowances and conditions of service. This organization can negotiate on those issues which were earlier proposed to be included in the Terms of Reference. In February this year itself, the staff side had discussed issues like salary reform, pension reform, DA merger, interim relief and health. However, these things were not included in the term offer reference. At present, these issues will also be included in the meeting to be held on November 15.
Defense personnel had already expressed concern
All India Defense Employees Federation had recently written a letter to the government, expressing concern over the terms of the notification of the 8th Pay Commission and highlighted the anomalies included in it. The Federation had said in a letter to the Finance Minister that the effective date has not been clearly mentioned in its terms. It was also said that there is disappointing news for more than 69 lakh pensioners in its terms, they are being told that they will not be given the benefit of amendment. Defense personnel had protested calling it unfair and unfortunate. The Federation said that in the last Pay Commission, the date of its implementation was January 1, 2016, but this time it has not been written like this. Besides, the government can also change the rule under which it is necessary to constitute a pay commission every 10 years.
