Shimla. There is no end to the conflict between the Sukhu government and the Election Commission regarding the Panchayat elections in Himachal Pradesh. Now the cabinet meeting of the Sukhu government approved the formation and redefinition of new panchayats, whereas the Election Commission has already banned it. Now the matter is that the matter is also under consideration in the High Court and in such a situation, everyone’s eyes are also on the guidelines of the court.
In fact, doubts have now increased regarding holding Panchayat elections on time in Himachal Pradesh. Amidst the conflict between the State Election Commission and the State Government over Panchayat elections, the Cabinet has decided to reorganize the Panchayats. It is noteworthy that proposals for reorganization and re-delimitation of 30 panchayats and 5 development blocks in the state have been sent to the government. Among the development blocks, people of three blocks of Hamirpur and two blocks of Una have demanded reorganization. At present there are 3,577 panchayats in the state.
This decision was taken in the cabinet meeting chaired by CM Sukhwinder Singh Sukhu in Shimla. Regarding the delay in Panchayat elections and the decision taken in the Cabinet, Rural Development and Panchayati Raj Minister Anirudh Singh said that the Chief Minister has already said that the elections will be held on time, the Disaster Act is currently in force in the state and this matter is also under consideration in the court, hence nothing can be said right now. When Cabinet Minister Jagat Singh Negi briefed the Cabinet meeting, he said that the Disaster Act is still in force and the decision will be taken on that basis.
Now all the formalities will happen again
Due to the reorganization of Panchayats in Himachal Pradesh, the entire election process will now take place again. That means, if a new Panchayat is formed then the boundaries will change and the reservation roster will also change. The important thing is that preparations were being done by the Election Commission and the ballot paper has been printed. The Commission also instructed the DC to pick up the election material. However, now with this decision of the government, voter lists will also be prepared again. The important thing is that new proposals may also come to the government regarding the formation of new Panchayats.
What has happened till now regarding Panchayat elections?
The tenure of Panchayats in Himachal Pradesh will end on January 31. In such a situation, elections are necessary before that. Elections could have been held in December. But now the Election Commission and the government are face to face. The government says that it is not possible to hold elections due to the Disaster Management Act, because roads are still closed in the state. The Election Commission implemented Section 2.1 of the Code of Conduct and no new Panchayats or wards can be formed. In such a situation, due to conflict, elections may be held till April May. The important thing is that the matter is also going on in the High Court and in such a situation, even if no agreement is reached between the government and the Election Commission, the Himachal High Court can give an order in this regard.
