Chitrakoot Ground Report: The Resource Recovery Center (RRC), built by spending crores of rupees, is today itself a victim of poor condition. Most of the 230 RRC centers built in 399 gram panchayats of the district are still locked.
In Chitrakoot district of UP, the picture of village-to-village cleanliness which was created on paper under the Swachh Bharat Mission, seems to be fading in the ground reality. Resource Recovery Centers (RRCs), which were built by spending crores of rupees, are today themselves victims of poor condition. Most of the 230 RRC centers built in 399 gram panchayats of the district are still locked, while the garbage coming out of the villages is being thrown in the open, due to which the risk of filth and diseases is increasing.
Let us tell you that these RRC centers were created under Swachh Bharat Mission Phase-1, the purpose of which is to transport wet and dry waste of every village, segregate it, prepare compost from organic waste and scientifically dispose of plastic and other dry waste. But the reality is that many centers in the district are either completely closed or have become places for storing chaff, cow dung cakes and scrap.
RRC centers are built in these places
If we look at the district figures, 53 RRC centers were made in Karvi block, 53 in Manikpur, 19 in Mau, 5 in Pahari and 32 in the aspirational block Ramnagar. A huge budget was spent on all these at the time of construction, but the system of operation could not get off the ground. The result is that the waste coming out of the villages is either deposited in heaps on the roadside or is being thrown in the forests and vacant lands.
Pankaj, a resident of Sakrauha village of Manikpur block, said that the centers were built with government money, but till date they have not been used. Since the construction of the center in our Gram Panchayat, it has remained locked. Gradually it is turning into ruins, but neither any block level official comes to see nor is responsible.
DM said there will be investigation
Giving information on this matter, DM Chitrakoot Pulkit Garg said that complaints have come to his notice. The operation of RRC centers is the responsibility of the Gram Panchayat, in which the Gram Pradhan, Secretary and Panchayat Assistant have a joint role. The responsibility of their supervision is fixed at the block level. The administration claims that review meetings are being held in all the blocks and instructions have been given that the closed centers should be opened as soon as possible. Besides, it is also being investigated as to what are the reasons why these centers are closed.
