Without PUC, major restrictions are going to be implemented from day after tomorrow regarding construction trucks and old vehicles.

Environment Minister Manjinder Singh Sirsa has clearly said that now no relaxation will be given to those who break the rules. To keep the air of the capital clean, rules related to vehicles, fuel and construction are being strictly enforced. People have been warned that only one day is left, after which the rules will come into effect.
Now petrol and diesel will not be available without PUC
According to the Environment Minister, from day after tomorrow, no vehicle will get petrol or diesel without a valid Pollution Under Control (PUC) certificate. Petrol pumps will be instructed to provide fuel only after PUC investigation. The government has made it clear that this step has been taken to control polluting vehicles. Vehicle owners have been given tomorrow to get the PUC done, after that no relaxation will be given.
Total ban on trucks carrying construction material
A big decision has been taken in view of the pollution caused by construction in Delhi. If any truck is found bringing construction material, his vehicle will be seized and heavy fine will be imposed on him. The government has called it a total ban. Officials have been instructed to take strict action to ensure compliance with rules and improve air quality.
External vehicles below BS-6 are completely banned.
Entry of vehicles below BS-6 coming from outside Delhi has also been banned. This ban will remain in effect from day after tomorrow till further orders. People have only tomorrow to plan their journey and vehicles. The government says that old and more polluting vehicles will not be allowed to enter the capital. This step is considered important towards protecting the environment of Delhi.
