Patna. Taking a big step towards the next phase of development, the Bihar government has approved Saat Nishchay Yojana 3.0. This ambitious program was given the green signal in the cabinet meeting chaired by Chief Minister Nitish Kumar. The government claims that after achieving the targets set under Seven Nishchay-1 (2015-2020) and Seven Nishchay-2 (2020-2025), now a roadmap has been prepared to include Bihar in the category of the most developed states of the country through Seven Nishchay-3 (2025-2030).
Chief Minister Nitish Kumar said that the rule of law has been established in the state since November 24, 2005 and for the last 20 years, continuous work has been done for the inclusive development of all sections and areas. He expressed confidence that with the effective implementation of Seven Nishchay-3, the dream of “Developed Bihar” will come true.
First decision: Double employment-double income
The first goal of Seven Nishchay-3 is to double the per capita income of the state. Under this, a target has been set to provide jobs and employment to one crore youth in the next five years. For this, a separate Department of Youth, Employment and Skill Development has been formed. Under the Chief Minister Mahila Rozgar Yojana, women are being given assistance of Rs 10,000 for self-employment, to further which they will get assistance of up to Rs 2 lakh. 94 lakh poor families identified in caste-based enumeration and socio-economic survey will be linked to employment schemes on priority basis.
Second decision: Prosperous Industry – Strong Bihar
To give impetus to the industries, three high level committees have been formed under the chairmanship of the Chief Secretary. The goal is to develop Bihar as the tech hub of Eastern India and a world-class workplace. The government has set a target of private investment of Rs 50 lakh crore in the next five years. Industrial areas will be developed in all the districts. Besides, it has been decided to restart 9 closed sugar mills and establish 25 new sugar mills.
Third determination: Progress in agriculture – prosperity of the state
The fourth agricultural roadmap (2024-2029) will be further accelerated to increase the income of farmers. A separate Makhana roadmap will be prepared to promote Makhana production and processing. There will be special focus on dairy and fisheries. There is a plan to open milk production committees in all villages and “Sudha” sales centers in every panchayat. Also, the work of providing irrigation water to every farm will be expedited.
Fourth determination: Advanced education – bright future
A separate higher education department has been formed in the state. Old reputed educational institutions will be developed as centers of excellence. Apart from this, it has also been decided to build a new education city in Bihar.
Fifth determination: easy health and safe life
Block community health centers will be developed as specialized medical centers and district hospitals as super specialty hospitals. Additional incentives will be given to doctors for better health services in remote areas and a policy will be introduced to ban private practice of government doctors.
Sixth Decision: Strong Foundation – Modern Expansion
Emphasis will be laid on expansion of urban areas, strengthening of civic amenities and development of new modern cities. For connectivity in cities, plans include 5 new expressways, two-lane widening of rural roads, promotion of solar energy through solar panels and development of tourist places. A world class sports city will be built in Patna and centers of excellence for sports will be built in all the districts.
Seventh determination: Respect for all – life is easy
Under the final decision, the focus will be on making the lives of citizens easier through modern technology, innovation and sensitive good governance.

Let us tell you, the Seven Nishchay Scheme of Bihar Government has been one of the most ambitious development schemes of Chief Minister Nitish Kumar.
