Bhopal/Raipur/Rajnandgaon. The name which was most feared in the Naxal belt of Madhya Pradesh, Maharashtra and Chhattisgarh for two decades, has now surrendered before the security agencies. The surrender of Ramdher Majji is being considered the biggest turning point for the ongoing anti-Naxal campaign in the three states. Whereas in 2025, most of the Naxalites and their commanders have surrendered. After the surrender of Ramdher Majji, the question is whether the three states are finally moving towards becoming Naxal free. Security agencies are not confirming this, but it is clear that the strategic action going on deep inside the forests is now in the decisive phase. The Chief Ministers of Madhya Pradesh and Chhattisgarh have asked the Naxalites to surrender immediately and join the mainstream.
Ramdher Majji’s surrender is not just the success of an operation. This is also a confirmation of the changes due to which the Naxal structure is breaking down. This commander, who knew Telugu, Gondi and Hindi, was considered the “field brain” of strategies on the ground. In January 2025, he was given the command of MMC Zone. Before the end of the year, that became the main weakness of the organization. The police of the three states believe that “with the surrender of Ramdher, the chapter of both MMC zone North and South has ended.” This indicates that Madhya Pradesh has almost reached Naxal free status.
The biggest reason for the downfall of MMC zone: Ramdher’s surrender.
Ramdher Majji was once the controller of the corridor spread between Rajnandgaon-Khairagarh-Balaghat. The guerrilla unit of the southern MMC zone operated on his instructions. After the demise of big commanders like Deepak Teltumbde, his role increased further. He remained the most challenging target for the police of the three states for many years. Now he has separated from his team and surrendered.
How did the divisions within the organization intensify?
- Continuous deaths and arrests of top commanders
- Differences between zonal commanders and dispute over funding
- Continuous pressure increasing operations in forests
- Weak supply network in rural areas
- Strengthening of intelligence coordination between states

- Instead of repression, the states insisted on surrender policy.
- The continuous pressure operation disrupted the movement routes.
- Internal distrust broke the Maoist structure from within.
- For this reason many big leaders returned to the mainstream.
