New Delhi. The government is once again preparing for major changes to deal with the increasing pollution in Delhi. Chief Minister Rekha Gupta has indicated that the new Electric Vehicle (EV) policy can be implemented in the capital from the next financial year. Under the government’s ‘Green War’ strategy, the transport sector has been considered the most important link. Its objective is clear – to promote zero emission EVs in place of polluting vehicles on the roads of Delhi. According to the Chief Minister, smoke emitted from vehicles is a major cause of pollution. EV policy can help in reducing the levels of pollutants like PM 2.5 and PM 10.
Strictness on old vehicles, more incentives on EV
The new EV policy may include a proposal to provide subsidy on scrapping old petrol and diesel vehicles. The government wants people to abandon old polluting vehicles and adopt new electric vehicles. For this, additional financial incentives for purchasing EV are also being considered. Road tax and registration fees are already waived on EVs, but now there are preparations to increase the subsidy to further reduce the price difference, so that EVs can become an affordable option for the common people.
Focus on charging network and battery system
To make EV the first choice of the people, strengthening the charging infrastructure is the priority of the government. Under the scheme, charging points will be installed in public places as well as around residential areas and residential colonies. Apart from this, battery swapping facility and scientific disposal of old batteries can also be included in the policy. There is a plan to bring a single-window system for charging infrastructure, which can simplify the process of investment and installation.
Coordination and phased change strategy
The government is preparing to remove polluting vehicles from the roads in a phased manner. For this, emphasis is being laid on coordination with vehicle manufacturers, power distribution companies and scrap dealers. Instructions have also been given to ensure timely supply of EVs as per demand. Before finalizing the policy, suggestions can be taken by making the draft public. The Chief Minister said that this initiative is in line with Prime Minister Narendra Modi’s 2070 net-zero target and there is no other option for Delhi except zero emission vehicles. A special committee under the chairmanship of Energy Minister Ashish Sood is continuously working to finalize the new EV policy.
