Nainital Authority Secretary Vijaynath Shukla said that till now the maps of residential and commercial buildings were passed by the authority only. Due to the large number of residential maps, there was pressure on the authority, but after the instructions of the Principal Secretary, now the system of ‘pre-approved maps’ has been implemented. In this new system, listed and recognized architects will be able to pass the map along with the certificate of structure engineer. After approving the map, they will have to inform it to the authority. It will be mandatory to follow all the provisions of safety standards, bylaws, zoning rules, FAR and structural safety. If any violation of rules is found in any construction, then the responsibility will be on the architect who has approved the map.
Information will have to be sent to the authority
The authority has also clarified that if necessary, the JE (Junior Engineer) can also raise objection. This system will prove helpful in increasing transparency and preventing wrong construction. Two major certificates have been included in the new system. SC-1: Certificate from the architect/engineer that the plan conforms to the rules and SC-2: Certificate from the structural engineer that the building construction is structurally safe. After both these certificates, the engineer will only have to send the information to the concerned authority, which will eliminate unnecessary paperwork and running around.
15 days guarantee: If you don’t get any response, then start construction.
The government has made a big change by promoting ease of doing business. If the authority does not file any objection within 15 days after the architect communicates the approval of the map, the builder or applicant can start the construction work. This arrangement is being seen as a guaranteed time limit in the building approval process.

With this new process, the time taken to pass the map will be significantly reduced. At the same time, applicants will not have to make repeated visits to the authority, there will be a significant reduction in corruption, recommendations and unnecessary hurdles. And there will be a big relief for small houses and low-risk construction and the workload on the authority will also reduce, which will speed up other important matters. At the same time, transparency and credibility will also increase with the implementation of digital process.
