Muzaffarpur: Big news has come out regarding the biggest sewerage system and underground main storm water drainage project of Muzaffarpur Smart City of Bihar. According to the information, this project has not been completed yet despite the stipulated time limit. Taking serious note of the continuous delay in work, the Smart City management has imposed a new fine of Rs 17 lakh on the construction company of Gujarat. Along with this, the new deadline for connecting houses to sewerage lines has been extended till March 2026. Earlier, the company was given a target to complete the work by November 30.
Under the project, about eight thousand houses in 12 wards of the city are to be connected to the sewerage line, but the pace of work is very slow. In the last seven months, only 2100 houses have been connected to the sewerage network. Due to incomplete connection of the remaining houses, not only are the benefits of the project not reaching the common people, but the problem of water logging and filth in the city also remains the same.
According to the smart city management, the construction agency was earlier given clear instructions to complete the work by November 30. So far, a total financial penalty of Rs 1.18 crore has been imposed on the company for not adhering to the deadline. This penalty has been recovered under Liquidated Damage (LD). The surprising thing is that the project which was to be completed in two years i.e. 24 months, now 48 months have passed, yet the work is incomplete.
In view of the continuous delays, the Smart City has made special arrangements to monitor the construction works. Now the progress of work is being regularly reviewed at every level, so that the project can be completed within the new deadline.
On the other hand, the construction of Sewerage Treatment Plant (STP) has been completed in Daudpur Kothi area for the treatment of dirty sewerage water. However, this plant cannot be started until the work of connecting the houses to the sewerage line is completed. In such a situation, the delay in the project is directly hindering the use of the STP built at a cost of crores of rupees.
Smart city management says that by March 2026, the work of connecting houses to sewerage lines will be completed, so that the goal of making the city clean and waterlogging free can be achieved.
