Today is the second day of the winter session of Parliament. MPs of the opposition INDIA alliance continued their protest against SIR in the Parliament complex even today. Opposition MPs protested outside the Makar Gate of Parliament and raised slogans against the Election Commission as well as the government. The uproar by opposition MPs continued inside the Lok Sabha also, due to which the proceedings of the Parliament had to be adjourned.
Earlier on Monday, on the first day of the winter session, there was a lot of uproar among the opposition MPs in both the Lok Sabha and Rajya Sabha houses. The opposition registered a massive protest demanding discussion on the Special Intensive Revision (SIR) of the voter list and also staged a walkout from the Rajya Sabha. The government made it clear that there is no abstinence from discussing SIR, but no time limit can be set for it.
On the other hand, on the second day of the winter session, the Central Government will present the Central Excise (Amendment) Bill 2025 in the Lok Sabha. Finance Minister Nirmala Sitharaman will propose to increase the excise duty and cess on tobacco products through this bill. On the very first day, the Finance Minister has presented two bills, the purpose of which is to reorganize the cess imposed on ‘Sin Goods’ like tobacco, pan masala, because GST Compensation Cess is going to end soon.

On the second day of the winter session of Parliament, a heated argument was witnessed between the opposition and the ruling party in the Rajya Sabha over the Special Electoral List Amendment (SIR). As soon as the House proceedings began, Leader of Opposition Mallikarjun Kharge called SIR an ‘urgent subject’ and reiterated the demand for immediate discussion. He urged the Chairman to immediately accept the notice under Rule 267 and debate on this issue, because it is a sensitive topic related to the voting rights of the citizens.
Raising the issue of following the rules at the very beginning, Kharge said that it has been a parliamentary tradition to read out the names and subject of the members in the notice given under Rule 267, but today even the names of the MPs who gave the notice were not read out nor was the subject told. He said that this is against the traditions and not in keeping with the dignity of the Upper House. Kharge further taunted, ‘Today is your first working day, you just look at Nadda Saheb, look here also,’ on which a slight stir was seen in the House.
Responding to Kharge’s statement, the Chairman said that when the House is not organized and there is ruckus, then the Chairman cannot listen to anyone. He said that it is necessary to bring the House in order, only then all the parties can be heard.

The flaws in SIR should be removed and reformed… BJP’s Giriraj Singh said amid opposition’s uproar.
Union Minister Giriraj Singh said on SIR, ‘SIR is not happening for the first time. SIR But I don’t know why people have created so much ruckus, this has been happening in the practical constitutional system. Is purification the SIR? Shouldn’t there be purification… It should be taken in a positive light and any shortcomings should be removed and rectified and not opposed to SIR.

Parliament Winter Session Live: Second day of Parliament session today, there will be ruckus on SIR again
The second day of the winter session of Parliament starts today. On Monday, the very first day of the session, Lok Sabha and Rajya Sabha had to be adjourned several times amid uproar, sloganeering and continuous demands of the opposition on the issue of Special Intensive Revision (SIR) of the voter list. The opposition remained adamant on immediate debate on SIR.
The opposition INDIA alliance has announced that it will start protests at the ‘Makar Gate’ of the Parliament complex from today. Many opposition parties including Congress have clearly said that SIR is a very important issue related to electoral reforms and there should be a detailed discussion on it in the Parliament immediately.
Opposition MPs allege that this new revision of the electoral roll has affected the voter rights of the citizens. Congress claims that names of 62 lakh voters were removed from the list in Bihar, and now this process is being implemented in 12 states and union territories.
