Passed UPSC after engineering
Sanjeev Hans was born on 19 October 1973 in Punjab. His father Naveen Kishore Sinha was a PCS rank officer. There was an atmosphere of education in the house. Sanjeev worked hard. After 12th, did B.Tech in Civil Engineering. Then started preparing for civil services. Became IAS after passing UPSC in 1997 batch. After completing training at Mussoorie Administrative Training Academy, he joined administrative service on 21 April 1998. He was allotted Bihar cadre.
From SDM to Principal Secretary
After becoming IAS, Sanjeev Hans’s first posting was on the post of SDM in Banka district of Bihar. He was also DM of many districts. He held important positions like Principal Secretary of Energy Department and MD of Bihar State Power Holding Company. He has long experience in administrative service.
Allegations were made and ED took action
Sanjeev Hans, while being Principal Secretary in the Energy Department, was accused of demanding bribe and misappropriation of money in the tender for installation of prepaid smart meters. The Enforcement Directorate (ED) started investigation. ED arrested him in October 2024. Five people including Gulab Yadav were accused of embezzlement of Rs 100 crore. ED prepared a charge sheet of 20 thousand pages. After his arrest, Sanjeev Hans remained in judicial custody in Beur jail of Patna for almost a year. The state government sent the proposal and the Central Ministry of Personnel and Training approved his suspension with effect from October 18, 2024.
Relief from court: Conditional bail granted, suspension revoked
Sanjeev Hans got conditional bail from Patna High Court in October 2025. The court imposed a condition that he would not go out of the country and would remain present in the hearing regularly. His lawyer Dr. Farooq Khan said that the court found serious flaws in the prosecution’s evidence. No concrete evidence was found that Sanjeev used the money earned from crime. Bail was granted on this basis. Now the Bihar government has ended his suspension. In the same case, three other accused of private companies related to the tender, who were in jail for 10 months, have also got bail.
Now waiting for new posting
After the suspension ended, the way was cleared for re-deployment of Sanjeev Hans. Government sources say that considering his experience, he may soon be posted in an important department. This decision is being considered important from both the administrative and political point of view. The story of Sanjeev Hans reaching the top through hard work is not only an example for all those youth but it is also a lesson because of his getting embroiled in controversies.
