In Bihar, every MLA is given a fixed amount for essential facilities like roads, drains, culverts, community buildings, schools, health centers, drinking water in his area. Earlier it was called MLA Fund. But now its name has been changed to Chief Minister Local Area Development Scheme.
How much money do you get every year?
In Bihar, an MLA is given a budget of Rs 4 crore every year for the development of his assembly constituency. This money is given under the Chief Minister Local Area Development Scheme.
When was the fund money last increased?
In 2023, the Bihar Cabinet took a big decision and increased this fund from Rs 3 crore to Rs 4 crore every year. This increase was made so that roads, drains, community buildings, schools, health centers and other important development works in the areas could be strengthened according to the changing times.
How are these funds used?
MLAs do not spend money themselves. But they can send the list of works being done in their area to the district administration. They can spend money on whatever project they want. Generally this fund is used for these purposes…
- Construction of rural roads and streets
- Drains and Drainage Systems
- Repair and building construction of schools
- crematorium, cemetery, community hall
- Street lights, hand pumps, small bridges
That means this money is spent directly on public basic amenities.
Bihar’s fund less than other states?
If this fund is compared with other states, it is slightly less. Bihar’s fund of Rs 4 crore is less than many big states.
- UP – 5 crores
- Delhi – reduced to Rs 5 crore in 2025
- MP – 5 crores
- Odisha – 5 crores
In comparison, Bihar’s fund is slightly less. However, in Bihar the model has changed slightly in the last few years and the MLA fund has been linked to the CM-led district development model. But practically every MLA can still suggest works worth up to Rs 4 crore in his area.
Public’s expectations from the new government
Now that the new government has been formed and the MLAs have also taken oath, the public wants that this fund should not be stuck on paper, but should be seen working on the ground. Roads, water, health and education are the biggest issues in rural areas. People are expecting that the new MLA should start the development work in his area as soon as possible and the projects which were incomplete since last years should also be completed quickly.
