After the murder of a 20-year-old girl by hitting her with a car and dragging her for several kilometers in Kanjhawala, recently Delhi Women’s Commission Chairperson Swati Maliwal was also molested by a drunken car driver and dragged for about 15 meters. Now the Delhi Women’s Commission has taken a big step on the increasing incidents of drunken driving in the capital.
The Delhi Commission for Women has started an inquiry into the action taken so far by the Delhi Traffic Police to crack down on drunken driving. In this regard, by issuing a notice to the Delhi Traffic Police, the Commission has sought answers from the Delhi Police on certain issues. The commission has asked whether the use of breath analyzer has been resumed to identify people involved in the offense of drunken driving? Apart from this, it has been tried to know that what are the reasons for not re-introducing the use of breath analyzer to check the risk of drunk driving? The commission has also asked the Delhi Police to share the number of functional breath analyzer testing machines available with the Delhi Police?
Taking suo motu cognizance of the increasing incidents of drunken driving on the roads of Delhi, Delhi Women’s Commission Chairperson Swati Maliwal said that during the Kanjhawala incident, the accused had consumed a lot of alcohol. In another incident, on January 19 at around 3 am, a man in a car, in an inebriated state, also sexually assaulted the chairperson of the Delhi Commission for Women on the Ring Road in front of the AIIMS bus stop and dragged her by holding her hand in the car’s windshield.

Why was the use of breath analyzer stopped?
In its notice, the commission has said that drunken driving is not only one of the most common causes of accidents but is also a major threat to women’s safety. This menace needs to be stopped immediately. The commission has also taken up the issue of banning the use of breath analyzer by the Delhi Police to identify drink-driving vehicles during the COVID-19 pandemic.
Apart from this, the commission has asked the number of challans issued by the Delhi Police for drunken driving since 2017 and specifically the number of such challans issued between 6 pm and 9 pm on the night of December 31, 2023. Seeing the seriousness of the matter, the commission has asked the police to answer its questions by January 24.

Swati Maliwal said, ‘One of the major findings of my night walk was that the brazen drunken driving in Delhi is creating a serious safety concern for women and girls. This needs to be investigated immediately. I have issued a notice to the Delhi Traffic Police to inform them about the steps taken to stop this menace especially after the murder of Anjali by 5 drunk men on Delhi roads.
