Gumla: To prevent the increasing road accidents in Gumla, Jharkhand, the Transport Department has been running regular awareness campaigns and vehicle checking campaigns. Recently a strange incident has come to light in the transport department. This action of the department raises questions on the functioning of the transport department. Actually, the transport department issued a challan of a car parked in the house. Due to this, questions are being raised on the way the department works. The car of Dwarikanath Mishra, resident of Jawahar Nagar, Gumla city, which was parked in the parking lot of his house for several days, was issued a challan by the Transport Department in Ranchi. The challan of his car has been issued for riding a bike without a helmet. The first thing to think about is how the challan was issued for driving without a helmet.
The matter came to light when the information about the challan came to her mobile. Neither Dwarika’s car went to Ranchi nor the car owner went there. Due to the negligence of the transport department, he is suffering mentally and physically since the challan came in his name. Victim Dwarikanath Mishra told Local 18 that he had been Principal Clerk cum Office Superintendent in Gumla Civil Court. He has retired after 35 years of service. He told that currently he lives in Jawahar Nagar Gumla of Gumla city. He owns a Maruti Suzuki Ciaz car, whose registration number is (JH-01FL-1057).
He further told that his car remains parked at home and he rarely takes it out. The last time the car was taken out of the house on 24th November. Since then his car is parked at home. The car was not taken out on the road but on December 16, 2025, when he looked at his mobile in the evening, at 8:38 in the morning, a challan of his car’s vehicle number JH-01FL-1057 had been issued in his name. The Transport Department, Ranchi, has issued a challan of Rs 1,000 under Section 194D of the Motor Vehicles Act 1988 for riding a bike without a helmet.

For this he has given a written application to Gumla police station in-charge. He has sent a letter to the Chief Minister of the state, Transport Minister, Transport Commissioner and Transport Department Ranchi demanding to be freed from the challan. He said that if immediate action is not taken in the matter, he will approach the court.
