Jammu. The government on Thursday revoked the restrictions imposed on district magistrates in Jammu and Kashmir more than 54 months ago for issuing new individual arms licenses in Jammu and Kashmir. Home Department Raj Kumar Goyal (IAS) has asked all concerned, including the District Magistrates (Licensing Authority), to comply with the provisions of the Arms Act, 1959 and Arms Rules, 2016, besides additional conditions. In the new conditions, the District Magistrates are required to mandatorily obtain Aadhaar card as proof of identity while considering the application for grant of individual arms license.
The order states that “District Magistrates shall ensure that they consider only such applications for grant of license or for accessing any other service from an applicant who is a resident of that particular district and in no case shall Either will not grant the license or will not renew the license. To ascertain the area of residence of the applicant, a specific report from the police, certifying the same, shall be obtained by the District Magistrates before processing any application. In any case, the District Magistrates should not deviate from Rule 17 and Rule 24 of the Arms Rules, 2016 regarding the address of the licensee.
Collector and SP will keep an eye on licensees
The order states, “District Magistrates, in coordination with District Superintendents of Police, shall keep a watch on all licensees within their jurisdiction and shall ensure that the field validity of the license is followed by the licensees.” “No delegation of powers, in respect of issue/renewal or any other allied services under the Arms Rules, shall be done by the District Magistrate to any authority subordinate to the Licensing Authority in contravention of the Arms Act 1959 and the Arms Rules, 2016.
