Lapses in Airport Security: The Indira Gandhi International Airport police on Saturday arrested eight loaders who stole valuables and cash from passengers’ check-in baggage while loading luggage into the aircraft. With the arrest of these loaders, it has also been revealed that all these loaders used to hide the stolen goods in the airport terminal first and as soon as they got a chance, they used to bring them out of the airport.
With this revelation of the accused, new questions have also arisen on the vigilance of the Central Industrial Security Force (CISF) handling the security of the airport. In fact, incidents of theft of valuables from passengers’ check-in baggage at the airport are not new. Such incidents have been happening at IGI Airport for almost a decade and a half. In 2009, some important decisions were taken by CISF to prevent these incidents of theft.

CISF took this decision a decade ago to stop theft
Under these decisions, gates were set for the entry and exit of loaders into the airport terminal and airsite. Now airport personnel could enter and exit the terminal building and airsite only through designated gates. Also, during entry and exit, CISF personnel screened all ground handling staff and loaders with Hand Held Metal Detectors (HHMD) and Door Frame Metal Detector (DFMD).
Many positive effects of this system started by the immediate Deputy Inspector General of CISF were seen. The incidents of theft could be swiftly curbed. After this, some new steps were taken to make this system more effective. In these decisions, monitoring of all burnable points with CCTV cameras and use of portable cameras while loading luggage in the aircraft was started rapidly.

CISF standing in the circle of changing circumstances and questions
The huge amount of jewelery and cash recovered from the possession of the eight loaders arrested on charges of theft, it can be estimated that at what level the incidents of theft would be happening at IGI Airport. At the same time, during interrogation, the accused loaders have also disclosed that they used to take out the stolen goods from the airport after getting the opportunity. He did this not once or twice, but many times.
After this revelation of the loaders arrested on the charges of theft, it seems that the steps which were taken a decade and a half ago to stop the incidents of theft have been withdrawn, if those measures are still in force, then there will be a huge loss in them. Negligence is being done. Let us tell you here that in the past, a woman who came from abroad has accused CISF jawans of stealing jewelry. This is perhaps the first time such a situation has come before the CISF since its deployment at the airport.

Most of the passengers who are victims of theft are not able to register their complaints
According to a senior official associated with Aviation Security, the actual number of theft cases is much more than the reported cases. Actually, these loaders who steal from check-in baggage have their own calculation. Under this calculation, they mostly carry out such incidents in flights departing from the airport. There are two reasons for this. Thieves believe that the incident of theft at the destination airport is detected after reaching home, in such a situation, most people avoid registering the case.
They also believe that even if they go to a police station, the police there hesitate to register an FIR, saying that the matter is of Delhi. Even if somehow a case is registered, the police of that city avoids the trouble of coming to Delhi and investigating for a small incident of theft. In this way, most of the cases of theft from check-in baggage never reach the police and the accused loaders used to take advantage of it.
