In this regard, Ministry of External Affairs spokesperson Arindam Bagchi said in his statement, ‘We welcome the decision of the UN Security Council to include Lashkar-e-Taiba terrorist Abdul Rehman Makki in the list of ISIL and Al Qaeda Sanctions Committee. A Taiba leader is also a relative of Hafiz Saeed.
He said that Makki has been involved in several leadership roles in Lashkar-e-Taiba, including raising funds for the organization. “India continues to pursue a policy of zero tolerance against terrorism and will continue to press the international community to take credible, verifiable and irreversible action against terrorism,” said the MEA spokesperson. Bagchi said that the threat from terrorist organizations in the region is very high and sanctions and listing by the United Nations Security Council are effective means to destroy such threats and terrorist infrastructure in the region.
China did not obstruct

Makki is a US designated terrorist
The decision to list an individual or organization under the 1267 Sanctions Committee is taken unanimously. The 15-member Security Council has created the Al Qaeda Sanctions Committee, in which China was the only country with the right of veto as a permanent member, which blocked the process of listing Makki. In June last year, there was no consensus on listing Makki under the 1267 Al Qaeda Sanctions Committee after China blocked a joint resolution between India and the US. Makki is a US-designated terrorist and a member of JuD’s Markazi (Central) team and Dawati (Conversion) team.
Makki held top positions in Lashkar and JuD
The United Nations Security Council (UNSC) 1267 Sanctions Committee said, ‘Makki was arrested by the Government of Pakistan on May 15, 2019 and was under house arrest in Lahore. In 2020, a Pakistani court convicted Makki of financing terrorism and sentenced him to prison. The sanctions committee said Makki held top positions in the Lashkar and the JuD, and was responsible for or involved in major attacks, including the Lashkar attack on the Red Fort.
Six LeT terrorists had stormed the Red Fort on December 22, 2000 and fired indiscriminately at the security forces guarding the fort. Describing the 26/11 Mumbai terror attacks as ‘the most audacious attack by Lashkar in India’, the committee noted that 10 Lashkar terrorists from Pakistan entered Mumbai through the Arabian Sea with pre-determined targets, among whom was Amir Ajmal Kasab. One was caught alive and the rest were killed.
