As soon as the No PUC, No Fuel campaign was implemented in Delhi, its impact became clearly visible. In the first 24 hours, more than 61,000 PUCCs were issued and challans were issued to 3746 vehicles without valid certificates. Strict checking was done from border points to petrol pumps. Delhi government says that action is being taken simultaneously on vehicles, trucks, road dust and garbage. According to Environment Minister Manjinder Singh Sirsa, this campaign is not just for issuing challans but is an attempt to make people responsible towards pollution.
New Delhi. Amidst the increasing pollution in Delhi, a big impact has been seen on the very first day after the implementation of No PUC, No Fuel system. Between December 17 and 18, more than 61,000 pollution control certificates (PUCC) were issued in the capital. This figure shows that a large number of vehicle owners got the certificate made at the last moment. Under this system, fuel has been refused to vehicles without valid PUCC. In the first 24 hours, challans were issued to 3746 vehicles which were not following the rules. Delhi government says that this action will continue in future also.
Intensive checking was done at all the major border points of Delhi. About 5000 vehicles were stopped, out of which 568 vehicles were returned due to rule violations. Apart from this, 217 non-destination trucks were diverted towards Eastern and Western Peripheral Expressways, so that the traffic and pollution pressure inside Delhi can be reduced. Clear instructions have been given to petrol pumps not to provide fuel to any vehicle without valid PUCC. They have been asked to put up signboards at the pumps, create separate queues and give clear information about the rules to the staff.
Minister’s surprise inspection and government’s message
Environment Minister Manjinder Singh Sirsa conducted surprise inspection of Delhi Gurugram border, Janpath and many petrol pumps. He instructed the officers and pump employees on the spot that there should be no relaxation in the rules. The minister said that this campaign is not to trouble anyone, but is a necessary step towards cleaning the air.
According to the government, checking will become more strict in the coming days and PUCC data will be directly tracked through digital system, so that fake certificates can also be curbed.
Parallel action on dust, garbage and roads
Along with vehicles, the government has also increased focus on dust and garbage. Mechanical cleaning of 2300 km roads has been done and anti-smog guns were used in 5524 km area. 132 illegal garbage dumping sites have been closed in the city. About 38019 metric tons of old waste has been disposed of at landfill sites, so that the dust and poisonous gases generated there can be reduced.
