Giving great relief to lakhs of teachers of the state, Bihar government has implemented a new and time bound system of salary payment. The Education Department made it clear by issuing Standard Operating Procedure (SOP). Now the salary will reach the teachers’ bank accounts on the first of every month. It is considered an important decision for the teachers who have been demanding regular salary payment for a long time. Along with this, the successful trial of this new system has also been completed this month.
In the instructions issued by the Education Department, it has been said that all the teachers receiving salary from the state fund – even if they are regular teachers. Be it Sanskrit and Madrasa teachers or night guards, everyone will be paid salary on the same date. In this regard, Director of Primary Education Sahila has sent a letter to all District Education Officers (DEOs) and District Program Officers (DPOs) asking them to implement the new process. According to the new SOP, the Block Education Officer will provide the absence details of teachers to the DEO office between 20th and 25th of every month. On the basis of this, the District Program Officer will prepare the salary details by 25th. Will send it to the treasury on 26th.
Approval of salary bills till 30th
Treasury officers will approve salary bills by 30th. After which the salary amount will be sent to the teachers’ accounts on the first date. This system will not only be applicable to regular teachers but the same process will also be implemented for all the employed teachers who receive salary from the state fund. The District Education Office will prepare the bank advice between 26th to 29th and will send it to the bank by 30th so that payment can be made on the very first date. The Education Department says that this will completely eliminate the delay in the payment system.
Absence return submitted from 20th to 22nd
A similar process will be followed for teachers who receive salaries from the Samagra Shiksha Fund—such as employed teachers and graduate trained teachers. For these, absence return will be submitted from 20th to 22nd. Bank advice will be ready from 25th to 28th and will be sent to the bank by 29th and salary will be released on the 1st. The department claims that the new SOP will make salary payment more transparent, timely and simple. This step of the government is being considered a major reform in the direction of providing relief to teachers from financial uncertainty and making the education system more streamlined.
