A strong message against terrorism has been given in the ‘Counter Terrorism’ meeting of Quad countries held in New Delhi. Officials of India, America, Japan and Australia in one voice strongly condemned the terrorist attack near the Red Fort on 10 November 2025. In this meeting of the third Quad Counter-Terrorism Working Group, it was clearly said that the culprits of the attack, the conspirators and their funders will be brought to justice under any circumstances. The Quad countries also appealed to all the member countries of the United Nations to cooperate in this work. The main objective of the meeting was to keep the Indo-Pacific region free from the shadow of terrorism and to increase mutual cooperation. There was also a serious discussion on the issue of cross-border terrorism.
Zero tolerance on terrorism and Red Fort attack: In the meeting, India emphasized on the common resolve among the Quad countries to deal with the threat of terrorism. All member countries strongly condemned terrorism and cross-border terrorist activities. In particular, deep condolence was expressed over the heinous attack that took place near the Red Fort in Delhi on 10 November. The Quad group called for ensuring that those behind this attack are not spared. Be it those who carried out the attacks or those who provided them money and shelter, strict action should be taken against all.
Indo-Pacific and Shared Assessment of Threats: The Quad countries shared their assessments on the current scenario of terrorism-related threats. In this, special focus was on the security situation of the Indo-Pacific region. The four countries emphasized that the Indo-Pacific region should be open, free and free from the threats of terrorism. They talked about the entire scope of anti-terrorism cooperation. In this, along with the current challenges, a strategy was also made on measures to deal with future threats. This area is very important in terms of global trade and security, hence maintaining peace here is a priority.
Special drill to prevent attacks in urban areas: An important ‘Tabletop Exercise’ (TTx) was also organized during the meeting. Its theme was ‘Anti-terrorism operations in urban environment’. Nowadays terrorists are targeting cities, as seen in the Red Fort blast. This exercise gave experts an opportunity to share their best practices. They discussed how to counter complex terrorist attacks in crowded urban areas. This identified opportunities to test and improve the joint operational preparedness of the four countries.
Emphasis on information sharing and increased cooperation: Quad partners reiterated their resolve to further strengthen cooperation in multilateral fora. Emphasis was laid on continuous information sharing about terrorists, their organizations and the countries that protect them. Timely exchange of intelligence can prove to be the biggest weapon in preventing any major attack. It was decided in the meeting that the four countries would together help each other at the technical and strategic level so that the roots of terrorism could be attacked.
