Bihar Assembly Winter Session: Today is the fourth day of the winter session of Bihar Assembly. During today’s proceedings, senior JDU MLA Narendra Narayan Yadav was declared the Deputy Speaker of the 18th Assembly. He had filed nomination for this post as the only candidate on Wednesday, hence he was elected unopposed on Thursday. Narendra Narayan Yadav was also made the pro tem speaker to administer oath to the members of the present assembly. Before this, he was also unanimously elected Deputy Speaker in the 17th Assembly.
This is the first session of the 18th Assembly after the formation of the NDA government after the Bihar elections. Which started on 1st December and will continue till 5th December. On the first day of the session (1 December) all the winning MLAs were sworn in. On the second day (2 December) Prem Kumar was elected Speaker of the 18th Assembly. At the same time, on the third day on Wednesday, the Governor’s address took place, after which the supplementary budget was presented in the House. Today (Thursday) is the fourth day of the session and the Governor’s address is being discussed.

House proceedings adjourned
After the reply of Deputy Chief Minister Samrat Chaudhary on the Governor’s address, the proceedings of the Bihar Assembly House were adjourned till 11 am on Friday. Tomorrow Friday is the last day of winter session.
RJD people walked out
When Leader of Opposition in Bihar Legislative Council Rabri Devi was not allowed to speak first, the opposition MLAs started creating ruckus. While Chief Minister Nitish Kumar was speaking on the Governor’s address, RJD MLAs walked out. During the discussion on the Governor’s address in the Bihar Assembly, Deputy Chief Minister Vijay Kumar Sinha fiercely targeted the opposition party RJD. Enumerating the achievements of the double engine government of CM Nitish Kumar and PM Modi, he said that domestic aviation facility is being started in 10 new cities in Bihar and industrial revolution is being brought with an investment of ₹ 1 lakh crore.
Sinha said that the poor have been taken out of the lantern era and now the lantern has gone into the dustbin of history. Taking a jibe at RJD, he said that earlier investors had stopped due to Jungle Raj, but now this fear has ended, hence 25 new sugar mills will be opened and 9 closed mills will be operationalized. On the objections of RJD MLA Bhai Virendra, he said that bulldozers will be used on the chests of sand and land mafias.
Tu-tu main-main between Nitish Kumar and brother Virendra
On the fourth day of the winter session of the Bihar Assembly, the atmosphere in the House suddenly heated up when a squabble broke out between Chief Minister Nitish Kumar and RJD MLA Bhai Virendra. This incident happened when CM Nitish was appealing for unanimously passing the motion of thanks on the Governor’s address.
Seeing the silence of the opposition, Nitish Kumar expressed his displeasure and said in a loud voice, “Why are you not doing it? Everyone is doing this… Why are you not doing it? Hey brother, it is beneficial for everyone!”
On this comment of CM, brother Virendra sitting from the opposition bench said something, after which Nitish Kumar turned directly towards him. He said in a harsh tone, “I kept you a little bit twice too… How much work you did! You used to agree to everything I said. Later, when you messed up, we left you. Now you will never go, it’s mine from earlier, you will stay there!”
Nitish Kumar did not stop here. He further said, “What all have we not done for you? Remember all the work that has been done. Tell us by raising your hands, everyone is supporting you, right?”
This altercation created a huge commotion in the House for a few moments. The ruling party started clapping, while the opposition was seen expressing dissatisfaction on their seats.
CM Nitish Kumar praised PM Modi
CM Nitish Kumar said that the Central Government has also contributed a lot in the development of Bihar. In the budget of July 2024, it was announced to give a huge amount as special financial assistance to Bihar for roads, industry, health, tourism, flood control. Then in the budget of February 2025, establishment of Makhana Board, airport in Bihar, financial assistance for Western Kosi Canal etc. have been announced. In the year 2018, Khelo India was organized in some states of the country. Now this year Khelo India Youth Game has been organized in Bihar. We salute Prime Minister Narendra Modi for all this. As soon as the CM said this, brother Virendra from RJD raised objection, after which Speaker Prem Kumar asked him not to speak while sitting.
CM Nitish Kumar’s address in the Assembly:
Chief Minister Nitish Kumar started his address in the Assembly by expressing gratitude to the people of Bihar. He said that the people participated enthusiastically in the elections, which shows their faith in democracy. The CM stressed that love and brotherhood prevail in the state, and there are no Hindu-Muslim fights like before. Along with the siege of cemeteries, he also mentioned the siege of temples.
Education, Health and Infrastructure
CM said that the government has paid special attention to education and health. He informed that 2 lakh 58 thousand government teachers have been reinstated through Bihar Public Service Commission (BPSC). Talking about the health sector, he said that earlier in hospitals where 1 or 2 patients used to come every day, now the situation has changed. New medical colleges are being built in 27 districts in the state which will be completed soon. He told that a hospital of 5,400 beds is being built in PMCH and a hospital of 3,000 beds in IGIMS.
Speaking on infrastructure, the CM said that the target of reaching Patna from anywhere in Bihar was 6 hours, which has now reduced to 5 hours.
Targets of agriculture, employment and energy sector
Nitish Kumar said that work is being done on preparing an agricultural road map in the year 2008. As a result, fish production in the state has increased by more than two and a half times and Bihar has now become self-sufficient in fish production.
In the energy sector, he said that free electricity is being provided to all domestic consumers and solar panels will be installed on people’s homes. On the employment front, the CM claimed that 40 lakh people have been given employment and in the next 5 years, 1 crore youth will be given jobs and employment.

Discussion has started in the House on the Governor’s address, with which Chief Minister Nitish Kumar started his address. CM Nitish Kumar first congratulated all the MLAs who won the elections.
